Purpose of Report

The purpose of the report is to seek that Council appoint Phill Mackay as a Local Controller, and recommend that appointment to the Canterbury CDEM Coordinating Executive Group (CEG) and the Canterbury CDEM Joint Committee.

 

Staff Recommendations

1.      That the report be received.

2.      That Council appoints Phillip Mackay as a Local Controller pursuant to the Civil Defence Emergency Management Act 2002.

3.      That Council seeks that the Canterbury CDEM Coordinating Executive Group (CEG) and Canterbury CDEM Committee endorse the appointment of Phillip Mackay as a Local Controller.

 

Background

The role of a Local Controller is to lead and coordinate a local response in a declared emergency event within the district.  Local controllers have delegated statutory powers to act in emergency situations.  The appointment of Local Controllers is provided for in the Civil Defence Emergency Management Act 2002. 

Council presently has two persons in the district who are able to act as Local Controllers.  As part of Council’s ongoing review of Council’s CDEM function, and following lessons learnt from Kaikoura and Christchurch earthquake events, Council is seeking to increase the number of appointed controllers who are situated locally.  This will ensure that appropriate cover is provided, and there are sufficient trained controllers for events that may require an ongoing response over a lengthy period.   In such an event Council may be able to access external controllers from other districts, but this will depend on the nature of the event.  It is considered a priority to ensure we increase the number of locally based trained controllers we can call on in an emergency. 

Council’s Emergency Management Officer Phill Mackay recently underwent Controller training.  The next step is for the Council to appoint him as a Local Controller in a formal resolution, and recommend that the Canterbury CDEM Coordinating Executive Group (CEG) endorse that appointment.  The CEG will then recommend to the Canterbury CDEM Committee, a joint committee of Canterbury Councils, that Mr Mackay be endorsed as a Controller.  Once the joint committee has passed its resolution he will be confirmed.

Significance of Decision

The decision to appoint Mr Mackay is not considered significant under the Council’s Significance and Engagement Policy.

Options

Option 1 – that the Council appoint Mr Mackay as a Local Controller.

Option 2 – that the Council decline to appoint Mr Mackay.

As reported to the previous Planning and Regulations Committee meeting, Mr Mackay has undergone training and the next step is to formalise his appointment.  Option 1 is therefore recommended.

Legal

The CDEM Act provides for the appointment of Local Controllers and specifies powers under the Act.

Financial

There are no financial implications of having a controller formally appointed.
