Purpose of Report

To provide the Committee with an update as to the status of Proposed Plan Change 13 including the 11th and 12th decisions and the application for declaration as to the effect of Plan Change 13 provisions.

The Mayor asked what the issues going forward will be. Ms Morrow stated there are a few minor issues to work through which are the rules around farm base areas and hazard inundation areas.

Ms Morrison stated that there are three main priorities over the next twelve months which are Council Readiness, Community Awareness and Resilience and assessing the Community Response Plan.

 

Ms Morrison added that regular reports will be provided to the committee on Civil Defence Emergency Management.

6.2         Civil Defence and Emergency Management Officers Report

Background

As outlined to the Committee at the November 2017 meeting, there are three main areas of focus for the Council’s work in the CDEM area.  These are:

1.   Council readiness

Staff are presently working on the following areas as priorities:

(a)  Emergency Operations Centre (EOC)– ensuring it is resourced and operational

(b) Welfare functions –ensuring these are able to be provided

(c)  Relationships with key stakeholders including volunteers and partner agencies

(d) Communications systems including public information management

(e)  Documenting our arrangements

2.  Community Awareness and Resilience

This work will include communication, messaging and information provision to our communities and visitors.   

3. Community Response Plans

This involves developing up to date plans for each community, including the identification of hazards and documenting processes and arrangements for each.

 

This report informs the committee of Civil Defence and Emergency Management (CDEM) activities and areas of work which have been progressed since the last meeting.

 

Emergency Management Officer Activities Report

27 Nov – 1 Dec    Attended and passed Ministry of Civil Defence and Emergency Management endorsed CDEM controllers course held at Christchurch (refer separate paper to 25th January 2018 Council meeting for completion of the formal appointment process.)

5 Dec                   Attended CDEM Group EMO forum in Justice and Emergency Services Precinct.

6 Dec                             Conducted a joint presentation to accommodation providers in Twizel with Craig Chambers, Fire Risk Management Officer (FRMO) of Fire and Emergency New Zealand (FENZ).  

7 Dec                             Conducted a joint presentation to accommodation providers in Tekapo with Craig Chambers, Fire Risk Management Officer (FRMO) of Fire and Emergency New Zealand (FENZ).

14 Dec                 Attended presentation and workshop regarding GIS capabilities in the operational aspects of CDEM.

15 Dec                           Met with key stakeholders at Aoraki/ Mt Cook to finalise the community response plan.

15 Dec                 Published interim community response plans to partner agencies for Twizel and Tekapo.

15 Dec                 Assembled the Emergency Operations Centre (EOC) inside the council chambers for the Christmas period, including briefing both local controllers on staff availabilities and partner agency contingency plans for the holiday period. 

12 Jan                           Created and sent out a self-assessment survey to all staff regarding their personal EOC capabilities and training needs.

12 Jan                  Reviewed and updated CDEM page within the Council website.

 

Upcoming Work Programme

·    Finalise and sign off Aoraki/ Mt Cook Community Response Plan.

·    Create and implement a training program for staff regarding EOC operations.

·    Prepare a report relating to communications during a CDEM event looking at Strengths, Weaknesses, Opportunities, and Threats for all communication systems within the district.

·    Raise the profile of the C10 concept with EOC staff (refer below).

·    Attend forums and cross boundary network meetings as required

·    Initiate work on the Tekapo Community Response plan, including:

Preliminary consultation with partner agencies and key stakeholders (including the Community Board);

Identification of hazards / threats;

Consultation with the community regarding hazards, local resources, and possible solutions;

Working with the community on preparedness and education.

Drafting the plan and undertaking consultation prior to finalising.

C10

Canterbury CDEM has recently set up a group called ‘Canterbury 10 EOC Support Team’, known as C10.  This is a trained team who can assist in the management of emergencies in any EOC anywhere in the region.  The C10 team is made up of Council staff who have a high level of training in various EOC roles and are able to deploy at short notice to help other Councils or agencies manage large emergencies.  Each Council has agreed to contribute staff to make up the team.  Mackenzie will provide two staff as part of our contribution.  Given the size of our organisation and the potential limitations on being able to staff an EOC over a lengthy period or for a significant event, the C10 concept is considered to be of significant potential benefit to Mackenzie should such an event occur here.   

 

Recent Events

There were no CDEM activations from either Council or the Canterbury Group for this period.  However of note were several severe weather events within the district.

Currently there is a Restricted Fire Season (a permit is required to burn) across the entire district.  The fire risk prior to Christmas reached ‘high’ to ‘very high’ levels with the rapid drying off of vegetation, but with the recent rains the immediate fire risk has now lessened. During late December the Selwyn District experienced several wildfires with one of these resulting in the loss of three homes. CDEM responded to assist with the response and the welfare needs of community members that suffered losses. These events highlight the role that CDEM has in supporting other agencies within the community.

29 November 2017: Several days after the large thunderstorm that created the flooding in Roxburgh, a large thunderstorm in the ranges created several sizable slips into Lake Ohau, blocking the Glen Lyon Station access road. The road was blocked for several days but due to the resilience of the run holder and the privately owned holiday baches along the road being empty, there was no requirement for CDEM involvement from the Council other than initial liaison.

 

4 January 2018:  Twizel had another thunderstorm resulting in 35mm of rain at the Pukaki Airport within an hour.  This also impacted along the edge of Twizel resulting in surface ponding in selected areas of the town.

Conclusion

In the period since the last report, work has continued on the review of our civil defence arrangements and preparedness, as well as ongoing monitoring of potential events and active liaison with partner agencies.  In relation to the ongoing programme of planned work, there is a need to prioritise the most important aspects of this programme in the short and medium term, as outlined above.  Staff will continue to provide reports to the Planning and Regulations Committee on progress in these priority areas.

6.3         Delegation to Reach Settlement at Mediation - Payne Subdivision

Purpose of Report

To seek a resolution from the Planning and Regulations Committee for the Group Manager Regulations to be given delegation to reach settlement at Environment Court mediation for appeals to subdivision consent RM160209 – Payne.

Background

The applicant (G. Payne) sought subdivision consent RM160209 to create 67 allotments on the north-eastern side of the unformed portion of northwest arch as shown in Figure 1 below:

The subdivision consent was publically notified and approved by an independent hearings commissioner on 26 September 2017.

 

The subdivision consent has subsequently been appealed to the Environment Court by Mackenzie Properties Limited and Francis (Frank) Hocken. The appeals are attached to this report.

 

The Environment Court has directed that mediation be undertaken between the parties (the Applicant, the Appellant and Council as the Respondent) in order to determine if settlement can be reached. Mediation is set down for Friday 26th January 2018.

 

Council’s Delegations Manual is silent on the authority to reach settlement at mediation, as such it is considered prudent that a resolution be sought from the Committee which would give the Group Manager Regulations delegation to reach settlement at mediation, in the event this is required.

 

If delegation is not given to the Group Manager Regulations there are alternative options. The Committee may give delegation to a subcommittee (of one or more Councillors) to attend mediation on Friday 26th January and reach settlement during mediation if required. Alternatively, if delegation is not given to an attendee of mediation, the Group Manager Regulations can report back to the Committee and seek their resolution to settle following mediation. This approach however may make mediation more difficult as settlement could not be reached on the day.
