PRESENT: Jacqui de Buyzer (Chairperson), Norman Geary, Pat Shuker, Cr Paul Hannagan, Nancy Collins.

1 Opening
The chairperson welcomed everyone to the meeting.
2 Apologies
An apology was received from Mayor Graham Smith.
3 Public FOrum
Jillian Fordyce spoke first. She represents the Ben Ohau Golf Club. There has been a change in the rules around keeping the golf course watered and the course will need to fund its own water supply. They only have 157 financial members so this was difficult. The club has drilled its own bore, independent of the Twizel water supply, and found water.
Last week drilling began and $8,800 has been spent already. They were hoping to raise money and were holding fundraising events for this. She would also like financial support from the community board. They have sponsorship of $24,000 so far and the estimated total cost is $65,000. She said they were not asking the community board for a specific amount, but would be happy to receive any amount the board could grant.
Then Cr James Leslie spoke about the work being done at the swimming pool. He has been approached by members of the community asking to add to the work planned at the pool. There are a number of options and he would like a discussion on what the community would like to see in addition to the work already planned. Garth Nixon outlined the work currently underway. This included re-lining the large pool, and relining and heating the junior pool. He was also replacing the toddlers pool with a splash pad, and replacing the covers. The work that has been priced, but not included, is replacing the heating with heat pumps. The difficulty with heat pumps was an insufficient power supply, and it would double the operational costs of the pool. There was also an option to replace the slide.
Discussion took place on the need for community involvement in making decisions on the work carried out at the pool. Mr Nixon noted that priority had been given to work needed to bring the pool up to New Zealand standards. It was agreed that a community group would form and work with Mr Nixon on this further.
Local resident Shaun Norman tabled his list of priorities regarding walkways in the area. He read out the list to the meeting. At the last community board meeting a grant to pay Mr Norman for new signs was approved. Mr Norman updated the meeting on the signage.
The chairperson said the community board had already decided to include improvements to walkways, and Man-made Hill, in its budget for the coming year. She thanked Mr Norman for his list.
Cr Hannagan noted that some of the walkways near the Tussock Bend subdivision had been delayed awaiting the completion of construction work.
The next person to speak was Carolyn Mincham, who said she represented horse riders in the area. Horse riders were very dependent on the local tracks as the roads got busier. She asked the board to acknowledge them as existing track users. They were excluded from the Alps2Ocean track. Mr Nixon said this was because of the damage done to the surface of the track. The community board agreed they did not have any issues with horse riders using local tracks and thanked her for her input.

Member Norman Geary declared an interest in Item 5.5, in that the writer of the letter is his daughter-in-law.

5.2 Matters Under Action - Twizel |
Theatre seats – booked to be replaced from 19 Nov for three weeks. North west arch fence vegetation – Pat Shuker said there were new owners of that property and she showed a photo of the work they had done. The chairperson offered to write a letter on behalf of the community board to thank them for the work. Events centre –Guttering needs to be fixed. Pat Shuker asked questions about the building warrant of fitness. She was concerned the building warrant had been back-dated to July, when it had failed its first inspection due to exit lights being out. These had been fixed and the building warranted. Temporary judder bar – This has been installed. Discussion was held on whether arrows on the road would improve traffic flow in Market Place. Cr Leslie said he raised this with Mr Haar and the arrows would be repainted before Christmas. The chairperson asked Mr Nixon to raise with Mr Haar the possibility of no entry signs. Walkway – Been done but not sealed. Lake Ruataniwha – fencing completed. Spraying of broom to come. Squash court – Mr Nixon has not heard from the Aikido Club. He was asked to get back in touch with the club regarding the lease of the squash court. Improvements at Twizel Pool – work underway. Add to the action list that Mr Nixon will work with a community working group to look at solutions for heating. Adjusting the camber of road at the long vehicle carpark entrance – Mr Nixon to inform the community board of the timeframe for this work. Large trees on Greenway – Work planned. River track – Broom spraying shortly. |

Member Norman Geary withdrew from the discussion of this item due to a conflict of interest. The board considered an email from Lisa Geary requesting a grant to pay for the hire of the Twizel Events Centre for a community Christmas Lunch. No specific amount was included in the request. The board agreed to grant this request. |

5.7 Correspondence - Request for Assistance from Zac Baikie |
The board considered a letter from Zac Baikie requesting financial assistance to enter snowboarding competitions in the United States. The board heard that Mr Baikie has helped out with community events and has been happy to get involved and speak about what he has achieved. Cr Hannagan said the fire brigade granted him money a few years ago and in return he mowed lawns. He was a shining talent that Twizel should support. Pat Shuker said if you ask him to do something to help, he would be happy to do it. Mr Nixon noted that this request was for funding an individual rather than a community group and suggested that Mr Baikie be asked to fill out a grant application form under the grant policy. The chief executive agreed it would be better to go through the proper grants process. Pat Shuker moved that the community board grant Mr Baikie $300. The motion lapsed for lack of a seconder. The community board asked staff to advise Mr Baikie to go through the grants process and fill out a grants form, which would come back to the board for consideration at the next meeting. |
5.8 Correspondence - Request for Memorial from Deidre Hastie. |
The board considered an email from Deidre Hastie asking Council to consider placing a memorial in Twizel to remember the men who died on the power projects. Cr Hannagan suggested this was a worthy cause and the cost of a plaque would not be great. He suggested attaching it to the cross section of the pipe. Mr Nixon said he spoke to Rick Ramsay about this and suggested it be incorporated with the machinery display they were working towards. There is already an existing plaque on the water fountain, but it’s not specific to the two men named by Deidre Hastie. Norman Geary offered to speak to Meridian about a contribution towards this project. Mr Geary, Mr Ramsay and Mr Nixon will continue to work on this. The committee administrator was asked to respond to Deidre Hastie. |

5.9 General Business/ Information Update |
The following projects for the 2018/19 year were agreed: · Market Place Improvements – The community board agreed that a health and safety priority be given to work. Pricing is required for steps and handrails. Discussion took place on whether extra disabled access should be provided outside the council building. This was agreed. A member of the public also noted that the disabled car park needed to be made wider to allow wheelchair use. · Man-made Hill Improvements – Norman Geary has volunteered to coordinate the beautification of Man-made Hill. He outlined his plans for the area including spraying broom, protecting trees, and removing stumps. He will be communicating with the community through the Twizel Update. He would like support from the Council with the supply of wood chips. · BMX track – Pat Shuker showed plans for a pump track. The community has already had two big work days and cut and poisoned the broom. She said three trees needed to come down. They were leaning towards the road so she wouldn’t want to take them down herself. Plans included humps, clay with lime on top, and moving the roadside fence out to make room for the track. Sports Twizel has joined with this effort. No funding has been requested to date. · Sports floor Twizel Events Centre – A plan and firm quotation to do the work was required. Will need to work with the stakeholders who use the sports hall on closing it while the work is done.
Submission to NZTA – Cr Hannagan said NZTA had indicated they are prepared to fund cycle and walkways. He would like to seal the walkway on the Main Road to Old Glen Lyon Road. He would like the community board to ask Council to approach NZTA on its behalf. A resolution was passed to this effect (see below). Coast guard lifejackets – Norman Geary said the coast guard were coming to Twizel on 10th January and anyone with old, non-compliant life jackets could swap these at a reduced price for new life jackets. Mr Nixon will talk to Angie Taylor about the disposal of the old life jackets. Walkway into Northwest Arch – Pat Shuker said this was getting overgrown and needed a clean up. Mr Nixon to address this. Whiteboard in Twizel listing current events – Pat Shuker said tourists had asked her why there was no whiteboard in Twizel mentioning things that are on in the next 24 hours. Tourists don’t know what is happening when they stay overnight. She wondered if this was something the board would want. Mr Nixon offered to speak to the information centre staff about this. |

Cr Paul Hannagan updated the community board on recent council activity including: · The achievements of Twizel Kindergarten in reducing rubbish from the kindy. · Councillors visited Environment Canterbury and discussed current issues. · Council gave a grant to the Twizel Tekapo Community Vehicle Trust. · The introduction of video conferencing allowing online meetings between Twizel and Fairlie. · He spoke about the council committee day, and media coverage of the planning and regulation meeting. |

TWIZEL MARKET SQUARE PRELIMINARY UPGRADE
The Market Square upgrade was raised with the mayor at the September Twizel Business Group meeting. The amount the Council are prepared to spend initially is $100,000.00. He recommended that any suggestions be presented to the Community Board, in time for their meeting on 29th October. 2018

The attached letter from Zac Baikie was received by the Twizel Community Board and considered at its last meeting. My name is Zak Baikie a Local Snowboarding Athlete Currently under Snow Sports NZ & Sport Twizel.
3 years ago you kindly donated
$500.00 towards my training & general expenses. Donations and fundraising
along with the Support of my family is what helps me keep improving and
reaching my Goal of representing NZ in the next winter Olympics.
Two weeks ago after coming out of a 9 month Injury I won the NZ Junior
Nationals. A very exciting outcome as I only had 3 weeks on Snow this season
before competing.
My Plan is to go to Breckenridge in Jan 2019 for 3 months, I will be entering
the USA Comps and Nationals to see where I sit on a world scale. The cost of my
training is $2000.00 per month and then I have flights, travel, Comp fees,
insurance, etc estimated Cost of around $15000.00.
I am very dedicated and passionate
about reaching my dream and any support I get along the way helps hugely.
If you feel that I may be deserving of another community grant? I would use
this for my training overseas.

Twizel Marketplace Community Christmas Tree, Decorations and actitivities
On behalf of Twizel community, may we obtain the necessary permissions and funding requests to carry out The Christmas plan for 2018.
Friday the 7th of December: Late night shopping
Store owners have expressed an interest in a joint late night, Christmas inspired shopping night which will also take advantage of the additional visitors in Twizel for the Otago Rowing Regatta on the 8th and 9th of December 2018. Permission is sought from Twizel Community Board on behalf of the collective storeowners.
Friday the 14th of December: Decorate the Marketplace
“Heritage” kiosk, located in the middle of the marketplace, with 4 x 600 Led string plug in lights. This kiosk was selected due to the central location. A better style would have been the kiosk beside the playground however it was felt it may be too out of the way. Within the decorated kiosk a Wishing well will temporarily be placed for Xmas wishes. The wishing well will be on loan from M/M Oughton. A barrel wishing well could be purchased for $200.
Approximate cost to decorate the Heritage Kiosk: Plug in lights sourced from The Warehouse $160.00.
Instead of harvesting a pine tree to be erected in the Twizel Market place on Friday the 14th of December 2018, the revised plan is to decorate existing living trees in the marketplace. The marketplace has 50+ trees and 2 kiosks and is immaculate but does not have pre-existing festive lighting or decorations for the holiday period.
The proposed “Xmas Tree” is located nearby, near the marketplace signpost. It is centrally located, easy to access and decorate using safe equipment. The alternative proposed tree is located behind the Kaki sculptures, overlooking the lawn where the old toilet block was located. The “Xmas Tree” is planned to be decorated with existing solar powered star; solar powered Tree branch LED lights x 4; bows and assorted baubles. Baubles attached with cable ties.
Approximate cost: Solar Tree branch Led lights $120; Baubles (Blue/Silver/ Charcoal or Green/Red/Gold) x 200 $70; Cable ties $30; Bows $50; Tree Topper $10 = $380
An additional request is to decorate a selection of trees and the Kaki Sculptures with solar LED lights. The proposal is to decorate the 9 trees in the stand in front of Jakes Hardware; the 6 trees behind the Kaki sculptures and the sculptures themselves with fairy lights.
The preferred options are the Solar LED 4 Branch Light 2m $16 each; or Solar string 200 LED $14 each; or a Solar Tree Light 7 branch 3m $28.
Approximate cost for additional LED lighting of occasional trees in the market place to create a fuller magical atmosphere will range between $250 - $450.
We initially require community funds for the decorations to replaced community owned decorations damaged during last year’s extra ordinary bad weather period between the Christmas and New Year. The plan is to also appeal to the community for surplus decorations together with youth crafted decorations make during early school holiday activities.
The expectation is that should be successful, we may be able to benefit from discounts available from retailers, such as bundle packages.
Lighting has been focused on as creates a bigger impact during a time of day when the existing beauty of the marketplace landscaping cannot be enjoyed. The lighting can be re-used for many years to come and relatively inexpensive to replace, but produces minimal waste.
The proposed budget sourced from standard retail outlets:
“Heritage Kiosk lights” $160.00
“Marketplace trees lights” $450.00
“Christmas Tree lights” $120.00
“Ribbon” for affixed bows @ $50.00 per 100m roll, 1 colours $ 50.00
“Ornaments” @ $35.00 per 100, 3 colours $ 70.00
“Star” @ $10.00 each, 1 for top of tree $ 10.00
“Cable ties” @ $15.00 per pack of 300, 2 packs $ 30.00
Approximate Budget total $890.00
We have access to two power cords and one circuit breaker for the powered lights.
Saturday 15th of December: Community “pitch in with decorating the market place” + Xmas themed family fun games morning 10am-12pm
Marketplace businesses will be approached to join in with decorating their store windows and adjacent verandahs.
Community feedback over the last year has focused on the lack of youth focused Xmas events since the demise of Mistletoe Market. This has prompted a plan to hold an informal Christmas themed family fun games morning, starting at 10am until 12pm on the lawns of the marketplace. Holding the event on Sunday may tire participants at Christmas Carols.
